There was a time not too long ago when the United States worried about Russia's spies getting ahold of Silicon Valley's tech secrets. Now, the Kremlin is eyeing an even greater prize: the valley's business model for success.
Like every other part of the world, the Russians want partnerships with valley tech companies and venture capitalists. They offered up their version of a road show during a two-day conference in Mountain View last week, making a pitch for investment in the oil-rich country that's also full of smart scientists and technologists.
"Russia used to be the place of oil and ice. Not so anymore," said Yuri Ammosov, senior policy officer for Russia's Ministry for Economic Development and Trade who attended the Silicon Valley Open Doors Technology Investment Conference. It was held at the Computer History Museum and organized by the American Business Association of Russian Professionals. "Russia is changing."
Ammosov headed a small delegation to Silicon Valley's VC Row - Sandhill Road in Menlo Park - to announce the formation of the $1.25 billion Russian Venture Company, a government-backed venture that has co-launched three new funds with private investors.
"This is a huge breakthrough," said Ammosov, a former Russian Internet entrepreneur.

The catch to all of this, of course, is that we're talking about Russia. President Vladimir Putin has moved to centralize control over the country over the past several years. Various businessmen have been put in prison on controversial charges. Corruption and piracy are rampant, according to many analysts and reports.
"Hooo, boy. Just look at the papers," said one prominent venture capitalist, who doubted many top-tier firms would be interested. "But there are plenty of firms out there looking for funding."
"We need brains, talent and professional advice. This is what we expect the partners to contribute," said Yuri Ammosov, a senior policy officer in the Russian Ministry of Economic Development and Trade. "Russia is the last frontier."

Government official Ammosov is trying to change that, and if his forceful personality is any measure, he’s likely to pull it off. He dominated the panel discussion, which also included Don Wood, of DFJ; Pitch Johnson, one of Silicon Valley’s first VCs, and one of the first U.S. VCs to invest in Russia; and Israeli Eldad Tamir, founder of venture firm Tamir Fishman. At one point Ammosov took issue with Pitch Johnson’s contention that the biggest Russia opportunity is in early-stage investing. Ammosov suggested that Johnson might be trying to divert attention to early stage investing, so that he could horde late-stage investing in life-sciences for his own firm (Johnson is affiliated with one of the new funds that is investing in Russia, though is not directly a partner).
At one point, I asked DFJ’s Wood about what he thought of Russia’s political climate, where freedom of the press is under challenge and where the nation’s secret service has infiltrated some of private industry. Interestingly, the Russian officials seemed to encourage the questioning.
